If they qualify for veterans' preference, a veteran's application will float to the top of the cert (short for Certificate of Eligible Applicants). 

Veterans may also qualify for non-competitive appointments:

• Veterans' Recruitment Authority (VRA),

• Veterans' Employment Opportunities Act of 1998 (VEOA), and

• 30% or More Disabled Veterans' Appointments.

The Student Advantage

When it comes to applying for federal jobs, students have a HUGE advantage over other applicants.

Students are eligible for non-competitive appointment through the two special hiring authorities:

• Student Temporary Employment Program (STEP), and

• Student Career Experience Program (SCEP)
